Default Mod crafters?

One of the claimed reasons for farming is that players cannot get stat-perfect weapons through 'normal' play (by which I mean the Anet definition of normal play, namely questing and missions). What is the going rate for a Furious Dadao Sword of Fortitude for example? There are a variety of solutions to this - increasing drop rates for party players, giving better quest rewards etc.

Perhaps a different idea needs to be tried - change the weapon crafters. At the moment (except in a very few cases) there is next to no advantage in paying 5 - 10k for a crafter weapon instead of getting an equivalent-or-better collector weapon for free. To give normal players access to stat-perfect weapons (again, I don't mean the rare skinned e-penis greens) why not make crafters offer them?

The crafters would offer the usual range of weapons. Once a weapon was picked, the purchaser could select a prefix and suffix mod, whose quality would depend on how advanced in the game the crafter was. Prices could range from 1 or 2k for a basic unmodded weapon, to say 10 or 15k for a perfect dual-mod.

This would give ordinary players the access to good items, reduce the number of people attracted to ebaying, while preserving the value of greens (which are, after all, prized for their skins rather than their stats).
